Federal Antimonopoly Service department of Perm region fined Mr.Gureev, a businessman, for Rb.5 thousand (about USD 200) for non-permitted distribution of advertisements on the grounds of violating the law “On Advertising”. Information safety market players maintain that the above decision is an important step in fighting spam, but still are not satisfied by mild punishment stipulated by Russian legislation (penalty up to Rb.20 thousand – less than USD 1 thousand). (For comparison, in Netherlands and Finland, starting from 2006 imprisonment and penalties amounting to dozens of thousands Euro are stipulated for distributing spam).
Experts are of the opinion that the first application of the law”On Advertising” prohibiting distribution of ads via electric communication lines without addressee consent or subscriber for receipt thereof may lead to a series of similar investigations.
